This page is only accessible from the STARS system. The purpose of this page is to provide easy to access core resources for all STARS users. This page will be updated continuously as new resources are developed.
STARS Job Aids
Coming later in 2018 from ACL. Definitions of Terms are available from ACL now, however. They are also appendices to their associated job aids above. They include a list of MIPPA qualifying topics discussed. The Beneficiary Contact Form definitions include a list of SMP qualifying topics discussed.
During the STARS roll-out phase, webinars will be announced to SHIP directors, SHIP administrators, ACL, and the SHIP director listserv. Other SHIP personnel must receive information and instructions from representatives of their own SHIP program. This allows SHIP leaders to control the roll-out process in their state and local programs. ACL does not want any data other than team member creation entered into STARS until each Group's STARS start date.
Printable STARS Forms
ACL has created printable forms based upon the four types of data entered into STARS (linked below for download). If you have questions about these forms, contact Leslie Green at ACL (email@example.com).
To answer frequently asked questions about the security of the STARS system, Booz Allen Hamilton put together a security slick sheet describing the system's security features. It also containing tips for users for secure handling of sensitive personal information.
STARS and Proprietary Data Systems
Thirty-one (31) of the 54 SHIPs rely on proprietary systems to transfer some or all of their SHIP performance data into the national SHIP data system. SHIP NPR receives data in “batch uploads,” but STARS transfers data from proprietary systems using Application Programming Interface (API) technology. API is a “real-time” data transfer process. The SHIP TA Center's Role with STARS
The SHIP TA Center will support ACL's roll-out of the new STARS data system by offering training materials and events to support STARS users. All available training materials are linked above. Future STARS training is announced to SHIP directors and SHIP administrators for distribution at the state level.
